In this report, the Children's Opportunity Alliance unpacks the needs and challenges of community-based programs as they prepare to participate in the Blueprint Pre-K Expansion Grant. Through rigorous research, including surveys, stakeholder interviews, and a comprehensive analysis of existing reports and data, the Alliance hopes to build context and understanding around the most critical issues facing Montgomery County's child care providers. Administrative overwhelm, a lack of qualified educators, and the rising cost of providing quality care emerged as the biggest challenges providers face in participating in the Pre-K Expansion Grant.
